A lower quote may exclude discovery, content, data cleaning, integrations, analytics, QA, or post-launch work. A higher quote is not automatically safer. The best proposal makes uncertainty and decision points visible enough for you to compare real scope and risk.

Normalise scope before comparing price
Create one comparison table and translate each proposal into it. Mark an item as included, excluded, optional, assumed, or unclear. This exposes differences that a headline project total hides.
Pay special attention to third-party costs, internal client effort, data or content readiness, browser and device coverage, analytics validation, launch support, and the boundary between warranty fixes and new requests.
